About Us

Rational Multi Skills (RMS) has been engaged in a variety of development programs with various arms of the Government of India and has contributed to the development of several interventions, both social and entrepreneurial. Our organization is also networked into industry and remains abreast with key developments in order to ensure relevance and value of its efforts. We are capable of assessing one lakh students at a time through our robust and secure Online examination platform.It is suitable for entrance test, aptitude test & other mass examination.

Tab Based Assessment

This methodology is being used in assessments with variou Sectors.This method creates a local network of its own between the laptop and tablets carried by the assessor through a modem.The candidate is given a login ID by assessor and response gets stored in Assessor Laptop, which is transmitted by Assessor to Assessing body through email.

App Based Center Validation Application

Rational Multi Skills has an organized structured team and well established process of carrying out centre validation of training partners seeking affiliation with Sector Skill Councils. We gave the mandate to validate the Training Centers or Training Partners seeking affiliation with different ABs.

Training Quality Monitoring

Training is an organised activity aimed at imparting information and/or instructions to improve the recipient’s performance or to help him/her attain a required level of knowledge or skill. We use following tools to measure the quality parameters laid down by the SSCs:

Assessor Monitoring

Most popular among the VTPs, it is being used in different Sectors.The training centre being located very far off places, it is being used by certified Assessors. Test paper based theory assessments are taken and Viva/practical marks are awarded on attendance sheets.

OMR Solutions

The test paper is paper based in a PDF format, however response of candidates is recorded on OMR sheet with unique registration Number.The OMR sheet is read by the OMR software and converted in the result for the batch.The only disadvantage is time consuming process as well competency of students to use OMR can affect the Result of assessment.

  • Training of Assessors (ToA) is a program organised by the Sector Skill Councils which is dedicated for the assessors in the skill eco-system.A ToA model for a new assessor covers orientation and assessment on Domain skills and Assessment skills within a period of 6 days.

  • The term assessment refers to the wide variety of methods or tools that educators use to evaluate, measure, and document the academic readiness, learning progress, skill acquisition, or educational needs of students, the process culminates when assessment results are used to improve subsequent learning.

  • Assessment of practical skills os usually best done by direct observation of performance in conditions as close as easonably practicable to the circumstances in which the skill would normally be practiced.Where ths is not reasonably practicable,simulations may be appopriate, to whatever level of accuracy is available.

  • Assessment should be valid, Assessment should be reliable and consistent, Information about assessment should be explicit, accessible and transparent, Assessment should be an integral part of programme design and should relate directly to the programme aims and learning outcomes, Timely feedback that promotes learning and facilitates improvement should be an integral part of the assessment process.

  • A competency is the capability to apply or use a set of related knowledge, skills, and abilities required to successfully perform "critical work functions" or tasks in a defined work setting.Competencies often serve as the basis for skill standards that specify the level of knowledge, skills, and abilities required for success in the workplace as well as potential measurement criteria for assessing competency attainment.

  • The competency of decision making includes generating and evaluating alternatives before making a decision or taking action, considering the risks associated with each option and selecting the option that has the best balance of risk and reward, encouraging input from others when it is appropriate, standing by decisions without reconsidering unless information or circumstances make it necessary to do so, and evaluating the effectiveness of decisions after they have been made.

  • Identify the standards to be used for assessment, read and interpret the assessment strategy, review details of the assessmentjob details, identify the details of assessment job details, plan how to manage the assessment process and how to record assessment process and decisions, review assessment tools, reach venue for the assessmentat appropriate date, time with relevant materials, questionnaires tools, recorders e.t.c.

  • To enrol for a ToA, you should be in the bracket of the working age limit. However,there is no upper age limit.

  • You will be required to submit the following documents at the time of the registration: documents supporting your highest educational qualification, class 10th and 12th class certificates, Aadhaar card, any other identity proof, work certificates for relevant industry experience and work certificate for training experience (if applicable).

  • Yes, submission of identity proof is mandatory, preferably your Aadhaar card.

  • For all your ToA fee related queries, please contact the Sector Skill Council (SSC), under which you wish to receive the training.The contact details of SSC are available on

  • The certificate which will be issued to you will be valid for 2 years.

  • The duration of the ToA is a total of 6 days: 2 days for domain skills training and 3 days for assessment skills training which will be followed by 1 day for the assessment.

  • Minimum training of 1 day is recommended for the existing assessors who already possess minimum training experience of 500 hours in the skill ecosystem. The assessment would take place for both the domain QP and the assessment skills.

  • Provisional certification/authorization is provided when the marks obtained in one or both the assessments fall between 70% to 79%. Provisional certification is a time-bound approval which is valid for 6 months to conduct assessments in the training centres. During these 6 months, the candidate is expected to clear the re-assessment with desired passing criteria to become a ‘Certified Assessor’. Provisional certification is valid only in the case of existing assessors.

  • If you have not received your certificate after having completed the training, please contact the respective Sector Skill Council.

  • You must aim to get registered for a ToA program at least a week before the start of the ToA batch, as provided in the ToA calendar.For registration process and other information, please contact the respective SSC.

  • To become a ‘Certified Assessor’, you will need to clear both the assessments (domain and assessment) with at least 80% marks.

  • To enrol for a re-assessment, please get in touch with the respective Sector Skill Council(s) to know about the re-assessment possibilities.Re-assessment can be taken only by the new assessors within 6 months from the day of the declaration of the results.

  • You will have to repeat the ToA if one of the following situations arise:
    Case I: If your score in the domain QP assessment is 80% and above but less than 70% in the assessment skills assessment.
    Case II: If your score in the assessment skills assessment is 80% and above but less than 70% in the domain QP assessment.
    Case III: If your score in the domain QP assessment and assessment skills assessment is less than 70%.
    Case IV: If your score is between 70%-79% in either or both the domain and the assessment skills assessment, you can undergo the re-assessment.
    However, in the case of existing assessors, you will have to repeat the ToA if you fail to score minimum 80% marks in both the domain QP and assessment skills assessment/ evaluation.

  • NSQF levels 1-4 job roles are offered in the ToA. However, ‘Assessor QP’ used in platform skills is NSQF level 5 QP.

  • A Skill is the ability to carry out a task with pre-determined results. Skills development is the process of identifying skill gaps, and developing and honing these skills. Skill development is important because our skills determine ability to execute our plans with success. In goal achievement, our skills are our tools. Skill and knowledge are driving forces of economic growth and social development of any country.

  • The Short Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian nationality who are either school/college dropouts or unemployed. Apart from providing training according to the National Skills Qualification Framework (NSQF), TCs shall also impart training in Soft Skills, Entrepreneurship, Financial and Digital Literacy.

  • Recognition of Prior Learning (RPL) is the process of recognizing previous learning, often experiential, towards gaining a qualification.

  • Assessment is the process of gathering and discussing information from multiple and diverse sources in order to develop a deep understanding of what students know, understand, and can do with their knowledge as a result of their educational experiences; the term assessment refers to the wide variety of methods or tools that educators use to evaluate, measure, and document the academic readiness, learning progress, skill acquisition, or educational needs of students, the process culminates when assessment results are used to improve subsequent learning.

  • The assessment will be conducted by a Sector Skill Councils (SSCs) approved professional with requisite Educational Qualification and industry experience.The assessment module consist of several methods to access the performance outcome of a trainee as per the Qualification pack (QP).It may be in form of Theory and Practical Viva may form of theory as well as practical depending on the guidelines of SSC.

  • The National Skill Qualification Framework (NSQF), would be a descriptive framework that organizes qualifications, according to a series of levels of knowledge, skills and aptitude. These levels are defined in terms of learning outcomes.

  • A set of NOSs, aligned to a job role, called Qualification Packs (QPs), would be available for every job role in each industry sector.These drive creation of curriculum and assessments.

  • National Occupational Standards (NOSs) specify the standard of performance an individual must achieve when carrying out a particular activity at the workplace, together with the knowledge and understanding they need to meet that standard consistently. Each NOS defines one key function in a job role.In its essential form, NOS describes functions, standards of performance, and knowledge/understanding.

  • An assessor is a person who evaluates the quality of a person or a thing. In terms of skill development Assessor is someone who assesses the learning outcomes of the trainees to know about their learning that has taken place.It shows how much they have learnt.

  • Assessing is like an examiners job. As an assessor you have to examine, if the training of a candidate has been carried out as per the syllabus and the terminal behaviour of the candidate is fit for the role trained.

  • The technical/educational qualification of relevant sector will be given by Sector Skill Concils (SSCs).However this will be supplemented by mandatory industry experience.

  • The assessor will be paid between Rs 2000 to Rs 5000 for one day.This shall vary from scheme to scheme.

  • The reimbursement of expension & the payment of assessment fee will be made after receipt of documents pertaining to assessments. It is made on monthly basis through NEFT.

  • The assessor has to assess the candidates which are school and college drop outs and now trained for a specific vocational job role of his choice.These could range from NSQF Level 1 to 5.

  • Yes, it is mandatory for empanelment with us, after clearance of RMS exam, assessor will be referred to respective SSC.They may be an additional exam/interview by SSC.

  • As per the criteria of SIP.It is purely online.

  • If enrolled candidates confirm that they are not aware about of their enrolments under PMKVY scheme, or if they verify that they are not getting trained by the TC. It will be reported to sector coordinator immediately, as soon as it comes to notice. A recording on phone may be made as a proof.

  • If the enrolled candidates verify that they are pursuing education from a school, college or other educational institute. It will be termed as Mass enrollment and immediately it has to be reported to the Sector coordinator without delay.

  • This refers to such cases when it is found that the TC does not exist at the address mentioned at the time of center validation/evaluation/audit.If it is found that training center is at a different address, assessor should inform to the concerned person in Rational Multi Skills.In such cases, report will be initiated to SSC and the assessment will be cancelled, however the assessor will be paid for a minimum amount as fixed earlier.

  • If the TC is found to be indulging in unethical practices, stringent action shall be taken. Unethical practices are:
    1. Offering any undue favor in cash or kind to assessors in order to influence the trainees results.
    2. Assessor demanding for any favors from TP in cash or kind for good and favourable results.
    3. Forging/ manipulating the result of the candidates will be unethical.
    4. Fake assessment done by the assessor for absent candidates.
    5. Visiting historical or tourist places at expense of TP.

    In case of the above, assessor shall be blacklisted from Rational Multi Skills and SSC and will be updated to PMKVY Monitoring Team.Training centre will also be blacklisted/barred.

  • In Nagaland, Manipur, Mizoram, Arunachal Pradesh, Assam and Meghalaya- alternate identity proofs, such as PAN or Voter ID, may be accepted instead of the Aadhaar ID. Variations from the process shall not be permitted for the remaining North-East states, namely Sikkim and Tripura, where Adhaar Card as ID is mandatory.
